If i just gave you a car, then all you pay is the regular property tax that is associated with registering a car.
If i give you a ferrari and no money transfers, you don't register it and just take it to race tracks, that car might be worth 100,000 but you will not pay taxes on it because there was no physical monitary exchange. (and its not registered, special case for things of that matter)
