Heard this might be a bad clock spring. Can anyone confirm this? Ive read that the horn stops working and the airbag light stays on. In my case, the horn wont stop honking and the airbag light goes on and off occasionally.

Same thing happened in my Camaro. Unplugged the horn and sold it. Same thing is also happening in my truck I am planning on simply disconnecting the horn and installing 130db train horns. That is always an option but my guess is that you have a loose wire somewhere that is grounding itself and completing the circuit for the horn forward of the horn button. Just my 2 cents it sounds like your airbag light and horn are not 100% related.Jeeps don't get stuck ... they just take a nap when they are tired of being awesome

Could be your airbag light issue...I just called the dealer and they ran the last 8 of my vin. At some point in it's existance it was fixed somewhere in the country. Any dealer can run it and see if yours was recalled or what recalls yours had.
I googled "1999 jeep cherokee recall" and that site came up.
What year is yours?
