So, on one side of my tcase skid one bolt is broken, and two of the welded nuts have broken free with the bolts attached spinning freely. I havent bothered attacking the other side yet, as I am expecting the same results. Whats the easiest way to deal with this? Can I just cut the remaining two bolts, pop the nuts up into the frame, and install some nutserts? I don't have anything other than simple hand tools and an angle grinder, and I really want to get this done already so I can get to working on my tcase chain. Thoughts?

are you talking about the big bolts that go into the frame that hold the skid up.
Those suck. cut them off. I've done a couple different ways.
cut open a window weld in a nut and fill the window back in.
another way is to drill them out really big to fit in a nut and weld the nut in from the bottom. usually weld the nut to a big washer then the washer to the frame.
Cut a slot insert nut and use wrench.
you can weld a tab to the nut so it will not spin then try to snake it into place.

i made some brackets that i welded to my frame. basically a piece of angle iron cut 2 inches long with a hole drilled in it the size of the t case bolt, and a nut welded on the inside. drill out the frame holes with a huge drill bit so the nut can sit up inside the frame on the bracket. then weld. i see you said welding is not an option but i don't think there are too many options without welding.
