Originally yea, however since I started looking I've seen a meelion people do it like that and have been running them for years without issues. I'm still leaning on putting something on there as extra support. The tubes are thick, about a .25 inch. It's no wider than all the other trailers, legal limit is 102 and this ones at about 101.5. 90% of the welding is done. The deck is 82" wide and I spent some coin and got enough wood for a full deck
And most importantly I found a 5th rim so I'm gonna keep the old school wheels. 

$75 frame
$10 spring perches
$20 2" dom & 2" x 3" angle
$175 2 x 8 x 16' pressure treated wood
$20 trailer light kit
$9 plug for wiring
$72 fenders
$381 dollar total.
Still have to do the rear bumper, mount the fenders, lay the deck, wire, paint, lights and more.

looking good, it's gonna look similar to my trailer. bought mine new though.
if you need to compare how mine is built to yours just let me know. mine's a 16' dual axle like yours, with a 7000lb GVW-Ryan
