In that story it says... The legislation also requires the FCC within one year to create a "national broadband plan" to ensure that everyone in the U.S. has broadband access.

I believe everyone already has access to broadband if willing to pay for it. I live within 20 miles of my state capital and there is no cable within 3 miles of me. For decent internet service I had to install satellite internet (Hughesnet).
