The reactor isn't damaged, all the explosion did is blow the building apart that held the reactor. The core isn't damaged and radiation levels aren't rising. Way to go Japanese Nuke Engineers

The core and its container are fine though, and now they are venting, thats where the radioactive material is coming from.
You can't vent "radioactive material". Nuclear plants make steam and then condense the same steam back into water. All the "dumping" is condensing the steam they're making to reduce the pressure in the core.
The "contaminated" water will never be condensed
