Speedometer Doesn't Work

My speedometer doesn't work in my Comanche. However for all technical purposes consider it a 1994 Cherokee.

I thought it may have just been the gauge cluster that was broken. However after swapping in a different gauge cluster the speedometer still doesn't work.

Does anyone have any idea what could cause the speedometer to not work? Any things I should try to trouble shoot this?

It doesnt work cuz its probably broken

check that it is plugged into the tcase
