    Its not a problem in the summer time but now that I need to start using the heat I notice it a lot more. When I have my heater on and the blower is on, the motor surges about 2-300 RPM's when at idle. Enough that when I have my foot on the brake, I can feel it surge sometimes. I have a video of the tach, not sure if it will help.

    I've read its normal but a few other jeeps I've been in I didn't really notice it. Is it normal for the 4.0 or is there a problem with the blower motor or something else? The heat works well, so does the AC. Only thing is the surging at idle. I would guess it does the same thing while moving I just don't notice it.

    If I understand you correctly the surging at idle is normal when you have either the heat or a/c on. Because when you have the A/C or Heat on you have the A/C compressor Cycling on and off which takes more effort from the engine casuing the surge in RPM. And yes it does surge while moving just less noticeable.
