It could also be the pressure switch

It could be a few things. first of all, its normal when the clutch cycles. but if a pressure switch is disconnected or bad, than it would cause the A/C to not come on. undercharged system could be the problem to. i would take it to a shop and have it checked out. but it could be something simple

Just unplug it like Dana said. Then it won't engage.

before I go to the shop to have them refill, if there is a leak...
Any idea what i'm looking at for a fix?
                            both work and cost?

yEAH, I guess I was thinking about what replacing the part with the leak would entail.
