Where do you live? I'll help you chop the fenders and make it look real nice and then you could fit 33's-35s easy.

For now i DD 5.5" and 35's locked D44 rear bla bla. I regeared it and it gets about the same gas mileage as a pickup truck or big suv. Obv thats out of your budget but not nonDDable.

                  -Sway bar removal
                  -fender flare removal/fender trim.
-Find yourself a 29 spline Chyrsler 8.25" (you can get them CHEAP~$50)
                  -Doorless mod.
-Cheap but solid tow points one in the front one in the rear

                  Does it have skids?

                        Find a 29 spline 8.25 rear. Get 33's. T-case skid. Wheel it.

That's what i would do, but my honest opinion is stop asking us what we would do. It's your jeep, so build it how you think you should. Do it tastefully and with reasoning behind your decisions, but make it your own.

I would plan on it now. You keep saying your on a budget but are looking to get an offroad bumper which are expensive. I see plenty of transfer case skids for around $100. IMO Buy some C4x4 tow hooks for a front recovery point, and get a t-case skid if you want to use your money wisely. I would worry more about mashing your t-case on a rock, than bending a little flimsy sheet metal of a bumper you have now.
