    Voltage wouldn't tell you anything except that the circuit isn't complete. You want to do a resistance check (Ohms) over the sensor. I don't know if there are specs for this.

      Actually voltage will tell you something, voltage is how the PCM determines what that sensor is saying. On Start up A high voltage on the signal wire (4.5v=-18degrees) indicates that it is reading a very cold temperature, and a real low voltage (.95v= 110 degrees) indicates a really warm temperature. Once the vehicle has warmed up and the PCM runs the electric fan the numbers change. 3.5v becomes 130 degrees and .32v becomes 275 degrees.

      On start up depending on the outside air temperature you should get a reading right around 4v and as the coolant warms up it will gradually drop.

      The easiest way is to just disconnect the connector and test the resistance of the sensor and match it to spec.

      What i was initially referring to is if you had a volt meter you could check other senors ie. your MAP sensor (thats my guess as to what is wrong) before you just started throwing parts at it.

            I would think that the cat would throw a code from the O2 sensor. Try taking the cat off and run it?

                Its possible but if the MAP and the TPS are still reading properly, a stuck open IAC will act like a vacuum leak. High RPM idle, not likely to stall out and cause sputtering.

                I'm still saying check your MAP sensor. If it was your Cat its unlikely it would be an all of a sudden change. More like a slowly getting worse problem. Unless something happened to make the jeep run real rich which could burn the Cat shut, or did like a seafoam clean recently that plugged it up. If it were plugged completely though the jeep wont start at all, partially plugged could have these symptoms.

                If you test the MAP and the TPS they should both be reading near the same voltage. From .5v-1v at closed throttle and 4v-4.8v at W.O.T.

                  yeah im going to check the map and tps next. I pulled the cat down and still doing the same shit!!!
