Headlight switch or ignition switch?

I recently swapped out the hid's and put in normal lights on the jeep. But now i ran in to a issue i can't seem to figure out. if i turn the key on, turn the headlights on, shut the headlights off and turn the key off, everything works as is should.

when i start the jeep, turn the headlights on, then turn them off, and shut the jeep off, the headlights turn on. If i turn the key to the on position, they turn off, and when i shut the key off again, they turn back on.

The hid's had a full plug and play relay setup that plugged into the stock sockets so i don't think the harness is bad.
