quick question, Reaming knuckles

So How much do you ream the knuckles/pitman arm. JCR's directions read to go until you can thread the castle nut on and see the hole for the pin.

v. Once the TRE fits through the hole and allows you to thread the castle nut on deep enough for the cotter pin to go through; you are done with the both knuckles. (see figure 3)

My question is, is it until you can see the pin hole when loose (like hand tighten the nut) or when you actually tighten it down with a wrench you can see the hole.
