Trade 33's 4 32's or possibley 31's

My Girlfriends father has a set of 33's on his TJ that he's be considering swapping them for a smaller tire(gas and what not). They're dickcipeck FC2's on sahara gamblers with about 60 % tread some slight dryrot on them and the fronts are cupped a bit(he never rotated them). so he would possibley swap for a decent set of 32's or MAYBE 31's.
