Website Design

So I am in charge for doing my fire departments website. This is the first one I have ever built and used Microsoft Frontpage to do it. Since Microsoft does not make Frontpage anymore I need to find another software to use. Does anyone know of a good but easy to use software to work on the site?

I am doing my hosting through Network Solutions and the domain is through GoDaddy, if that makes a difference.
