So who decides the standards on modifying a vehicle?

Sort of related to this but who hates when people buy modified vehicles and don't know what it done to it? I asked a guy about his mini because it had a painted body kit on it and he just said he bought it like that. I also asked some mexican about his show worthy tahoe and he just said "i bought it off ebay like that." I would think if I bought something, i'd like to know what's on it.
