I read the article, and it says in a couple places that the dog may have been dead before she cut off the head. And then it says "was she within her rights?".

Who the fawk cares? She's still a psychopath that boiled the head of her neighbors dog. There has to be a law against that.

Actually i would be inclined to believe she is a sociopath more than a psychopath. Psychos like to plan all of their actions out where as sociopaths are a more spur of the moment type and seize what they want when they want.
