You'll get some paperwork back that allows you to purchase ONE silencer and then you must register it with the ATF. Don't hold me to it though, I saved some money on a silencer are just got a few boxes of .22 CB longs.
Each silencer has its own serial number, which is actually pretty good, mainly because if you get a .22 silencer, you can move it from gun to gun and not get in trouble. The gun with the silencer isn't registered, just the silencer itself.
