I'm assuming that the difference is Siping is the thin line on the tread lugs that help with traction in the rain and wet surfaces while grooving is a deep cut into the tire itself to actually make the tread lugs out of a bald tire...sigpic

grooving doesnt have to be on a bald tire
its just putting grooves/voids into existing tread (or in some cases like you mentioned, non existing) to create another pattern in the tread desired by the user. its done with a super hot grooving tool
siping is like phil said, just slits in the tire tread- Will

with that said, i was under the impression this was semi-common practice at tire shops for a fee. maybe not a BJs tire center or Town Fair Tire though, you get the idea- Will

For $120 bucks you can buy your own groover off ebay with different size blades. So you can do grooves AND sipes. Then everyone will bother you to borrow it.98 Cherokee, D30/8.25 w/4.56s locked F/R -- 3 link front IRO springs rear with shackle relocation, one ton steering w/heims, hybrid cage under contruction, 33'' KM2's
