rev limiter

so this morning i started my jeep warmed it up for like 10 minutes go to start to drive and it was slugish like i was in third but i was first. and the pedal was stuck like something was under it so i floored it and it got stuck down and it started bouncing off the rev limter so i turned it off and played with the links and wire for the trottle but every thing was loose need some ideas on what it could be please

do you think there was just ice in the casing of the wire?
