i assume its cuz they had nothing better to do and had the means and equipment to control gallons of such a substance in a public street

I'm sure they just got called because they have the resources to clean it up. I doubt they had to don a level A suit and establish a hot zone. Besides some treehugger probably wanted the DEP theres because there was a public water-way involved.

I thought the same thing but then i thought to myself....

You ever get a wiff of a really spicy hot wing and it chokes you up in your throat for a second? Well multiply that by 100 gallons It was probably putting people in the hospital.
