Don't swap clusters, your mileage will be off.

if it's a digital cluster it won't be off. Swapped mine thinking it was the problem and it read the same

First try pressing the gauges back like into the dash

Yes and good push on the gauges. Also brush all pins on connector. Check bus power to cluster because if the airbag unit or other computers are shorted it shuts the bus down.

The ZJs will read the same... I swapped clusters in my 99 and went back 40k. XJs store in the cluster instead of a BCM, or at least 97-99 do.
