    You didnt take out any lifters. Pushrods and rockers will go back where they came from. The valves that are supposed to be open will open when you torque down the rocker assembly.

      Does it matter that i was turning the crank and it's not in the same order as when i first pulled the head?

      I was turning the crank because i thought the 3 & 4 piston were stuck or something. I then realized that they all worked like that.

      So i drop on the head, then torque down the head bolts in the torquing sequence, then i drop the push rods back down, and put the rockers over them, and then torque down the rockers? Do you know the torque spec for them?

        Yep. Since there is no valve adjustment it doesn't matter. Just make sure the pushrod is seated in the Lifters and bolt the rockers down.
